1. Create a new page using the page layout you need and publish it
2. Go to Site Settings of the site - > Modify All Site Settings
3. Click Welcome page under Look and Feel
4. Click Browse and select the page you just created
5. Click OK
6. Site Settings -> Modify Navigation
7. Hide the old default page
8. Add the new page to the Navigation
9. Click OK
